This "Plus" version is made of PVC-free nylon Cordura which stays nicer for longer and is more abrasion resistant than the thicker, heavier original waterproof fabric. Now with improved hardware, and an extra outer pocket for quick access to smaller things. Both the pocket and the bag are extremely waterproof.
They used to be sold as pairs but with the price of everything going up, plus what I can only imagine was decades of people asking Ortlieb why they weren't sold as singles, they've been splitting up the nicer bags they make, so these are now sold per bag.
The "quick-lock 2.1" (QL2.1) system is rigid loops attached to the bag, fully tool-less adjustable for almost all racks designed for panniers. It's very secure even on rough ground.

From Ortlieb: Made from waterproof, durable Cordura fabric in an elegant textile look, it not only protects against moisture but also against dust and dirt - no matter what adventure you choose. The waterproof outer pocket with a roll-top closure keeps smaller contents dry and safe yet easily accessible. Thanks to the side reflector, you'll be visible even in poor lighting conditions. And with the Quick-Lock mounting system, the durable rear pannier can be effortlessly attached to and removed from the bicycle. The organizer inside allows for orderly storage of your belongings. And when you're not on the bike, you can conveniently transport the Back-Roller Plus with the shoulder carrying strap.
